shepherds:
"Thy shepherds slumber, O king of Assyria: thy nobles shall dwell [in the dust]: thy people is scattered upon the mountains, and no man gathereth [them]." {Nah 3:18}
they shall:
"Make ye mention to the nations; behold, publish against Jerusalem, [that] watchers come from a far country, and give out their voice against the cities of Judah. ...
